It is unconstitutional to name laws and penalties counter to their explicit legal meaning.

A good current example is that "possession with intent to distribute" is defined as an amount of a given substance and has nothing to do with distribution. Public Records: the content of warrants are public record, except when a judge rules that some part of the warrant would directly endanger the lives of individual informants, in which case those details are summarized by the court in a less dangerous way and the original document is stored in a confidential file which can be opened by court order and is reviewable by the defendent if the person is formally charged based on evidence found from that warrant or any evidence found as a result of that warrant.

Readable Laws: texts of laws must be generally accessible and must be clear about the date published. reasonable person must be able to find and read laws that apply to them

no deprivation of liberty absent proof of clear, convincing, and manifest necessity of such deprivation. any citizen may sue for the injunction of a law on the basis of not making sense. a Daubert Test type of challenge, to test for absurd results, to test whether a law is rational and meaningful.. reasonable, any law prohibiting conduct that does not directly hurt or endanger others must be reasonable by a prependerance of the evidence. ...that would place a huge amount of power in the courts.

Criminal guilty verdicts have lengths and types of penalties spelled out in the charges as presented to the court and jury and no penalties may be added to the charges after the guilty verdict is made. Once the sentence has been carried out, no rights granted other citizens may be withheld from the individual on the basis of previous, completed conviction and sentence.

Plain english description of effects of law or changes to current law must be printed and be made available publicly before the law is voted on.... summaries of intent are published with the law and are formally part of the law itself. All major changes to law must be explicit, if two laws are in conflict and the later law does not specify it intended to change the earlier law, the later law is considered not to override the earlier law.

Police agencies are not allowed to lobby for changes in laws, speak out in favor or against particular laws. Individual police officers, of course, may do so and so may unions or organizations, but the governmental agencies themselves may not have positions on politics or laws and are not allowed to publish information about how to lobby, affect political change, etc...
